According to Olga Egorova, the Chairman of the Moscow City Court, soon all Moscow courts will start using an online service. An online personal account will give all court hearing parties an opportunity to access the whole set of procedural documents, including the processes’ video recordings.
This pilot project boasts a budget of 41 million dollars allocated by the International Bank for Reconstruction and Development. All technical activities are planned to be finalized by December 2016.
As of now, the State Duma has already passed a bill draft allowing to file online applications, petitions, reports, complaints, and any accompanying documents to the judiciary bodies. All the documents submitted are to be electronically signed and submitted via a specially designed form at a relevant court’s website.
Court rulings can be submitted online, too; however, those should bear a stronger qualified e-signature. If this bill draft is fully approved by the Russian Government, it will come into force on January 1, 2017.
